On Asoj 3, 2080, Khwopa College of Law organized a discourse program on "Nepal's Constitution and Current Situation." Prem Suwal, secretary of Nepal Majdoor Kisan Party and Federal Member of Parliament, was the keynote speaker.
In his speech, Suwal criticized the ruling parties for their reluctance to make the country socialist-oriented. He pointed out that the Constitution of Nepal 2072 defines socialism as "production and distribution under the ownership of the state," but the ruling parties emphasize privatization by abolishing government and cooperatives.
Mr. Suwal also criticized the government for its failure to provide employment and free and accessible healthcare to the people. He said it is wrong for the Ministry of Foreign Affairs to emphasize the distribution of passports to send abroad without giving employment to young students in the country. He also called for the restructuring of the provinces so that all the provinces have the Himalayas, the mountains, and the plains. He also emphasized the need for a legal system to prevent candidates with assets exceeding the limit from running for office.
Senior advocate Krishna Prasad Bhandari, a distinguished guest of the program, said that only by writing fundamental rights in the Constitution will not be a great constitution. He said that the Constitution must be able to address the aspirations and legitimate demands of the people.
Sunil Prajapati, Mayor of Bhaktapur municipality and chairman of the management committee of Khwopa College of Law, said there are examples of constitutions that do not last long in many countries that cannot address the aspirations and legitimate demands of the people.
Deputy mayor of Bhaktapur Municipality and deputy chairman Ar. Rajani Joshi said that it is essential for everyone to be informed about the Constitution and laws of the country. She noted that Bhaktapur Municipality is giving scholarships to students studying higher education in history, geography, and political science, which are very important subjects for the country.
Ram Prasad Prajapati, president of Kanoon Adhyayan Samaj, Nepal, said that while the commitment to give speedy justice to the people is coming from many sides, there are more than 100 vacant positions of judges in the Supreme Court, High Court, and District Court. He said that when the ruling parties appointed judges based on party divisions, there was an increase in favoritism and corrupt judgments.
In the program, Prakash Kumar Shrestha, Principal of Khwopa College; Anita Jadhari, Principal Khwopa College of Law, Bishnu Prasad Kisi, Acting Principal of Khwopa College and Deputy Professor of Khwopa College of Law, Advocate Manaj Jakhwo also discussed various aspects of the Constitution.
